Observe how you practice

As you practice, pay attention to when you feel ready to increase your count. For example, when you started with the count of 4 for the inhale, and 4 for the exhale, try increasing the count to 5 after some time. Do not force the increase, you should feel slight resistance in slowing the breath down, but not discomfort. The extension should come naturally.

In yogic texts, it is advised to bring the breath count gradually to the count of 10. This is a very long inhale and very long exhale. Do not hurry up to achieve it, when you force changes, they work against you. Longer counts are achieved through the consistent practice for months, sometimes even for years. Be patient and stay at the level which is suitable for you. Your body will guide you once you are ready to advance.
